Since May 31, 2025, MEV-Web has been mandatory for all restaurants, bars, pubs, cafés and caterers in Quebec who transmit their sales to Revenu Québec. In 2026, integration is no longer an option, it’s a condition of tax compliance, and the wrong choice of system can cost weeks of delay or thousands of dollars in penalties.

In this guide, we cover everything a Quebec restaurateur needs to know: technical prerequisites, the steps involved in integrating with Revenu Québec, choosing your compatible POS system and the pitfalls to avoid in 2026.

What is MEV-Web?

The online Sales Registration Module (SRM-Web) is the digital evolution of the traditional SRM system. According to Revenu Québec, this is a fully online solution that automatically records, secures and transmits sales data to the Quebec tax authorities. The benefits are many:

  • Elimination of the hardware module (MEV) to be installed on each device
  • Full compliance with the Quebec Taxation Act
  • Simplify the invoice production process
  • Significant reduction in data entry errors
  • Real-time access to sales data

Legal context in Quebec

Since June 1, 2015, food service establishments in Quebec have been required to issue an invoice to their customers and produce a copy to Revenu Québec using a SRM. The switch to MEV-Web is part of this continuity, with a modernization of the tools. This obligation applies to:

  1. All restaurants
  2. Establishments offering meals for on-site consumption
  3. Bars and street food trucks
  4. Establishments offering catering services

Non-compliance can result in penalties of up to $2,000 per infraction and $100 per non-compliant invoice.

Technical requirements for integration

Before you begin integrating your MEV-Web, check these essential elements according to Revenu Québec guidelines:

Frequently asked questions about MEV-Web in Quebec

What is MEV-Web and who should use it in Quebec?

MEV-Web (Module d’enregistrement des ventes Web) is a cloud-based system that transmits billing data to Revenu Québec in real time. It has been mandatory since May 31, 2025 for all restaurants, bars, pubs, cafés serving food and caterers in Quebec. It is gradually replacing the old physical SRMs (boxes) installed in businesses.

What’s the difference between a traditional SEM and a Web-SEM?

The traditional MEV is a physical box installed between your POS and the bill printer. The MEV-Web is a 100% software solution, integrated into your certified POS system, which transmits data directly to Revenu Québec via the Internet. MEV-Web eliminates the need for additional hardware, simplifies maintenance and enables automatic updating of tax rules.

How much does it cost to integrate a MEV-Web for my restaurant?

The cost of MEV-Web depends on your POS system. If your current POS is already MEV-Web certified by Revenu Québec, the cost is limited to an activation fee (often $100 to $300) plus a monthly subscription included in the POS package. If you need to change your POS system to get MEV-Web certified, expect to pay $80 to $250/month for a complete POS including MEV-Web functionality. No additional hardware is required.

How long does it take to join MEV-Web?

MEV-Web integration generally takes 2 to 4 weeks. This includes: requesting authorization from Revenu Québec (5 to 10 working days), configuring your POS system (1 to 3 days), mandatory testing in Revenu Québec’s sandbox environment (3 to 5 days), and then going live. Geasy Pay accompanies its customers through all these stages to keep delays to a minimum.

Does MEV-Web work without an Internet connection?

MEV-Web requires an Internet connection to transmit data to Revenu Québec in real time. However, in the event of a temporary outage, transactions are recorded locally by your POS and automatically synchronized as soon as the connection is restored. To avoid any interruption, we recommend a dual connection (main Wi-Fi and backup 4G), especially for high-volume restaurants.

Is MEV-Web compulsory for my café, bar or caterer?

Yes, as long as you serve food or alcohol for consumption on the premises or on delivery. This includes traditional restaurants, fast-food outlets, cafés with food services, bars, pubs, brasseries, caterers, food trucks and hotels serving food. Food retail outlets (grocery stores, convenience stores) are not subject to MEV-Web for the time being.

What documents does Revenu Québec require for integration?

To apply for authorization, Revenu Québec requires: your Quebec business number (NEQ), your GST and QST number, the contract with your MEV-Web-certified POS system supplier, and the completed VDZ-471 form. Geasy Pay provides the necessary technical documentation and accompanies the application to avoid administrative rejections.

What happens in the event of MEV-Web non-compliance in Quebec?

Revenu Québec’s penalties for MEV-Web non-compliance are severe: fines of up to $100,000 for the most serious cases, suspension of the ability to legally invoice, reinforced tax controls and possible publication on the list of non-compliant businesses. MEV-Web compliance is non-negotiable for any establishment serving food in Quebec.
